The very few times I needed to do that, I used TSmuxeR

My guess would be that it's no more or less imprecise than anything else that cuts video e.g. MKVToolNix: it'll presumably cut at keyframes, and match the audio as closely as possible to the locations of those. But I've only ever split video as MKV, not M2TS, so that's basically a semi-educated guess.
If you need to make an exact cut that isn't at a keyframe you can use VideoRedo - it's got a free trial. Not 100% if it can accept m2ts though so you might need to remux it to MKV first

Yep, I understood, but I am curious to know if with HDR10 is the same...
