Is there any tool to edit and resynchronize Blu-ray PGS SUP subtitles?

Not that I'm aware of. You can change the timing of .sup files without OCR in Subtitle Edit but you can't change the text.
A .sup file doesn't store subtitles as text, but you could use BDSup2Sub to convert the .sup file to png files, then edit the png file for the respective line in Photoshop or whatever. Then convert back to .sup. But BDSup2Sub often produces buggy subtitles, particularly when there are overlapping timings.
